Neighbourhood Planning Timeline

Timeline of activities

INITIAL SET-UP 

2018 / 2019 

 - Babraham Parish designated as the formal neighbourhood area for the Babraham Neighbourhood Plan;

 - Informal Working Group established; Introductory meeting with Local Planning Authority planning officer;

 - 'Zero draft' of Neighbourhood Plan created with vision and topic areas; 

2020 

 - Informal Working Group acts on behalf of Babraham Parish Council to consult with Greater Cambridge Partnership (GCP) on the Cambridge South East Transport (CSET) Scheme Travel Hub and bus route planned in Babraham Parish. 

 - Engagement with Cheveley Park Farms Ltd and Babraham Research Campus 

PHASE 1 - COMMUNICATION AND STAKEHOLDER ENGAGEMENT 

2021

 - Locality funds granted for neighbourhood planning coordination and technical support;

 - Formal Neighbourhood Plan Working Group established;

 - Housing Needs Assessment commissioned;

 - Stakeholder analysis undertaken;

 - Residents' Survey developed and launched;

 - Neighbourhood Plan website developed; 

2022 (Q1 - Q2)

 - Evidence base collation: local information and site designations;

 - Residents' feedback analysed; 

 - 1st draft of Neighbourhood Plan produced with initial development options and policies;

 - Further Locality funding sought;

 

PHASE 2 - REFINING OPTIONS

2022 - 2023

 - Evidence base collation: commissioning of a Landscape Appraisal and Parish-wide Design Guide 

 - All available sites identified for potential future development 

 - Engagement with businesses, public sector and wider community on draft policies and issues

 - Masterplan Study of The Close to explore options for development and seek community feedback

PHASE 3 - FINALISING PLAN  

2023 (Q3) - 2024 (Q2)

 - PRE-SUBMISSION DRAFT PLAN produced with revised policies to incorporate community views

 - 6-week consultation period to gain feedback from community (TBC, expected towards end of 2023)

 - Assessing any proposed sites for potential environmental impact

 - REFERENDUM DRAFT PLAN produced

 - Submission to Parish Council for review

 - Submitted to Local Planning Authority for review

 - Local Planning Authority 6-week consultation 

 - Independent examination

 - Neighbourhood Plan referendum

-  PLAN APPROVED AND BECOMES A STATUTORY DOCUMENT ALONGSIDE THE LOCAL PLAN
